testsuite: skip tests for handling of non-printable characters

Among the tests for 'ls' there are some for how it displays a filename containing non-printable characters. These fail on Windows because most of the characters used aren't allowed in filenames there. This can cause the test process to hang. Skip these tests on Windows. (GitHub commit #592)
