Remove ECDSA_METHOD

After smtpd (in base) and libtls finally switched from ECDSA_METHOD to
EC_KEY_METHOD, much of the ECDSA_METHOD code was neutered. Remove the
remaining public API as well as numerous tentacles into ENGINE.
