make: fix .DEFAULT for prerequisite
Commit 4b65e7d9 (Fixes to inference rules) set the N_TARGET flag
for prerequisites being built recursively. That wasn't necessary
for the issue at hand and it lead to other problems.
Undo that part of commit 4b65e7d9.
