iconv: more improvements
- Only load required functions from mlang.dll.
- The '-f' and '-t' options aren't compulsory.
- Use xstrdup() instead of xstrndup() and don't check its return value.
- Replace string comparisons when checking for encoding options with a
single call to index_in_strings().
Saves 224 bytes.
