cmake: use `CMAKE_INSTALL_SYSCONFDIR`
Replace `${CMAKE_INSTALL_PREFIX}/etc` with
`${CMAKE_INSTALL_SYSCONFDIR}`.
It makes the install step honor the `--prefix` option.
